Challenges and Opportunities
The availability of industrial real estate is crucial for the Dutch economy, providing space for manufacturing, logistics and distribution activities. There is, however, a significant shortage of available industrial space in the Netherlands, caused by both ongoing demand, as well as multiple challenges which hinder new developments on the supply side, such as the Dutch Nitrogen Crisis and the limited capacity of the power grid.
Limits on large-scale logistics developments
An additional challenge is the decreasing availability of land, and growing competition from other land uses such as housing. As a consequence, there is debate about how to allocate increasingly scarce land, with political parties forming strong views about industrial property land use and its potential impact on the environment and local communities.
Consequently, Savills has investigated the attitudes of Dutch political parties towards new industrial developments in the first part of this publication, focussing mainly on large logistics properties. This was done by exploring political attitudes towards large scale logistics developments during the Provincial Council elections that took place on the 15th of March 2023.

Utilizing Industrial Plots for a More Efficient Use of Space
Using industrial plots more efficiently might provide a solution to the limited capacity for new developments. Many businesses occupy large plots of land that are not fully utilised, leading to a wasteful use of valuable space. Against this background, Savills has analysed the efficiency of industrial plot utilization to examine the (re)development potential in the Netherlands, and assess the capacity to better exploit current industrial zones.
